Imagine this: the power fails in an apartment building at night. A new resident does not know whether the elevators have emergency power, where the assembly point is, or which number reaches building management.
Residents often do not know where to find emergency contacts, evacuation routes, utility shutoff information, or building-specific procedures until something has already gone wrong.
My proposal is almost deliberately ordinary: residential buildings should maintain one clearly marked emergency information board in a shared area and a matching digital version.
The board should answer four questions
- Where do I go?
- Whom do I call?
- What should I avoid?
- When was this information last checked?
The actual setup would be simple:
- Include fire exits, emergency phone numbers, assembly points, and building management contacts.
- Date every notice so residents know whether information is current.
- Provide translations where the building has a significant multilingual population.
The program improves preparedness through information residents can see repeatedly rather than expecting them to remember a one-time orientation.
There is one serious weakness. Outdated information could be worse than no information if nobody is responsible for updates.
For that reason, the program should require visible update dates. Require a quarterly verification date and survey residents on whether they know where to find emergency instructions.
Emergency preparedness often fails not because information never existed, but because nobody could find it at the moment it mattered.

For this proposal, the most useful first-year question is whether the intended users actually experience the policy as easier, safer, or more accessible than the current system. Expansion should follow evidence rather than publicity.
